Terrorism is generally defined as the use or threat of use of violence against civilians, non-military personnel and ‘innocents’ in order to advance political or religious agendas and meet political or religious goals. Terrorism is used as leverage against governments and organizations, as the threat of terrorism is an effective measure for causing fear in a population and getting government bodies to react quickly to perceived threats. Acts of terrorism deliberately target random targets in order to sow the seeds of fear. As mainly those who follow political or religious ideologies spawn terrorism, terrorist (those who commit acts of terrorism) believes their acts are justifiable, while most countries in the world treat acts of terrorism as crimes against humanity. Those who commit these acts are occasionally motivated by a desire for solidarity with other members of their movement. Terrorism has been used by a broad spectrum of political parties, from both the left and right, religious groups, ruling governments (state-sponsored terrorism), revolutionaries and nationalistic groups. Terrorism Penalties The charge of Terrorism is a loaded offense, and is considered a criminal act on most levels. It is also prosecuted as a military act, and those charged with being terrorist have in many cases never had habeas corpus rights, been brought to trial or in some cases even been publicly admitted as having been in custody. This is, however, not the case with domestic acts of terrorism. Assisting in a terrorist act in the form of Espionage may be treated the same.
